KB Home takes the health and safety of our customers, communities, employees, subcontractors and suppliers very seriously and has a number of policies and procedures we follow from construction onward. Since naturally occurring asbestos is common throughout California and in San Jose, we developed a robust plan for our Communications Hill community in accordance with the City of San Jose and the Bay Area Air Quality Management District (BAAQMD).

As part of our regular reporting to the BAAQMD, on August 1, 2019 KB Home shared the monitoring data with the City of San Jose which showed naturally occurring asbestos levels were, at varying times, above the BAAQMD threshold of 0.016 structures per cubic centimeters at some of the stations. This threshold is a conservative value intended to trigger additional dust control actions and does not necessarily indicate a public health threat.

Out of an abundance of caution for workers and the community, on August 6, 2019 in partnership with the City of San Jose, KB Home voluntarily suspended all construction activities. KB Home then immediately enhanced dust control measures in addition to those that were already part of our project operations. KB Home continues to collaborate with the City of San Jose and BAAQMD in their review of the data and determining next steps as needed.

In addition, we retained Ramboll, well-known and highly regarded Bay Area-based scientists, who reviewed air quality data and are helping to ensure a compliant environment. Ramboll's comprehensive analysis and review has determined that exposures associated with the construction activity at Communications Hill are within United States Environmental Protection Agency's acceptable range, which is also used by state and local agencies.
