Project Overview

The Del Mar project, located at 2325 Vista Del Mar Drive, will bring new for-sale single-family homes (detached and townhomes) as well as for-rent apartments to the midtown Ventura community. The 14.5-acre property is an existing industrial site with limited ocean views located above US-101.

Project Location

The project is located at 2325 Vista Del Mar Drive, identified as assessor’s parcel number (APN) 080-0-020-275. The intersection of Alessandro and Vista Del Mar is the main entrance to the subject site. This project is located directly across the train tracks from the already approved Haley Point townhome project.


Existing Site and Surrounding Land Uses

A citrus company currently utilizes the subject property for industrial and manufacturing uses. The site is almost entirely paved with asphalt, concrete, or industrial buildings, which will all be removed for the project's development.

Below is a summary of immediately adjacent surrounding land uses:

North: Union Pacific® railroad line
South: Commercial (vacant restaurant site and Marriott Residence Inn® under construction)
East: Office (Ventura County Credit Union corporate office)
West: Vista Del Mar (public street)

Project Site Plan and Development

The project proposes 215 for-sale single-family homes, comprising 125 single-family detached homes with four plan types and 90 single-family townhomes with three plan types, featuring coastal contemporary architectural styles. Twenty percent of the total homes will be affordable homes at the moderate affordability level, which is double the City's requirement for inclusionary housing. These 43 affordable homes will be part of a City-implemented program and sold to qualifying buyers. as well as for-rent apartments.

The project offers a variety of active and passive recreational opportunities and site amenities for residents and guests to enjoy. The Del Mar Homeowner's Association will maintain all project amenities. Some of the spaces to be programmed include:   

 

  • Swimming pool with spa, clubhouse, cabanas, sun deck, fire pit, and BBQ area
  • Pool area, BBQ and family picnic area, seating, and courtyards
  • Two BBQ areas with seating/family picnic areas
  • A linear public park and pocket park along Vista Del Mar with node seating areas, a boardwalk, meandering sidewalks, and expanded landscaped parkways providing public community connections within the midtown corridor.

 

Project Meetings and City Approvals

 

  • A project webpage was created in 2021.
  • Prior to the submission of the preliminary application to the City, we notified the Midtown Council about the pending project submission. Preliminary project details were included in the December 2021 newsletter, and provided a formal presentation to the Board at the February 2022 and May 2023 meetings. KB presented the project to Midtown Council at a general meeting again on April 10, 2025, to provide project updates and answer questions. 
  • On December 8, 2021, an SB330 preliminary application was submitted to the City.
  • The Applicant and Staff met several times over a several-year period to discuss the proposed project and application processing. Because the City's 2005 General Plan was not sent to the Coastal Commission, the effective guiding document for the Coastal Commission is the City's 1989 Implementation Plan.  
  • At the direction of the City Council, the Applicant and City staff met numerous times between March and October 2023 to negotiate deal terms for a Memorandum of Agreement (MOA).
  • City Council approved the MOA at its November 2023 regular meeting.
  • A formal entitlement application was submitted to the City in January 2024.
  • Between February 2024 and November 2024, City Staff reviewed the application and submittals and provided comments in the form of incompleteness letters as part of the City's standard process. The Applicant responded to each comment with our resubmittals.
  • The project was deemed complete by the City in December 2024.
  • City staff presented the project to the Design Review Committee (DRC) on March 5 and May 7, 2025.  
  • The California Environmental Quality Act (CEQA) document is underway and will be circulated for public comment in the coming weeks.
  • Project hearings are expected to be scheduled for later this year.
  • The City will implement the Local Coastal Plan Amendment Process after City project approvals.
  • No City approvals have been issued at this time.
